我國新能源汽車產業在政府各項疊加政策的推動下,取得了快速發展。中汽協的數據顯示,2016年我國新能源汽車銷量達到50.7萬輛,成績喜人。但成績的背後仍潛藏著諸多問題。核心技術尚未突破,企業重規模而輕創新,依賴補貼等問題仍比較突出。2017年1月14日,中國電動汽車百人會論壇(2017)在北京舉辦,聚焦新能源汽車發展的核心問題。
以下為科技部部長萬鋼發言實錄:
第三,深思熟慮,把握好智能化的新機遇。

我(wo)們(men)也(ye)組(zu)織(zhi)了(le)兩(liang)個(ge)課(ke)題(ti)組(zu)研(yan)究(jiu)自(zi)動(dong)駕(jia)駛(shi)汽(qi)車(che)的(de)技(ji)術(shu)路(lu)線(xian)圖(tu),但(dan)從(cong)各(ge)國(guo)的(de)共(gong)同(tong)概(gai)念(nian)和(he)我(wo)們(men)的(de)研(yan)究(jiu),我(wo)們(men)覺(jiao)得(de)可(ke)能(neng)自(zi)動(dong)駕(jia)駛(shi)最(zui)關(guan)鍵(jian)的(de)還(hai)是(shi)四(si)個(ge)要(yao)素(su)。第(di)一(yi),要(yao)降(jiang)低(di)交(jiao)通(tong)事(shi)故(gu)和(he)傷(shang)亡(wang)人(ren)數(shu)。美(mei)國(guo)的(de)報(bao)告(gao)提(ti)出(chu)來(lai),美(mei)國(guo)每(mei)年(nian)有(you)35000多人死於交通事故,大概80%以上是由於認為操作或者過度疲勞所造成的。第二,要應用低碳、零排放、huanjingyouhaodeyunxinghuanjing。disan,bianjie,yaojiangdijiashiqiangdu,tigaojiaotongdexiaolv。disi,yaotuidonggongxiang,tigaocheliangdeliyonglv。qishiwomenxianzaibudeyisuocaiqudeyixiexianxing,baokuojiaotongdeyongdu,doujiangdileqicheshiyongdexiaolv,suoyicongzhegejiaodushuoqilai,fazhanzhinengjiaotongshijihefazhanzidongjiashiqicheliangzheshijinmijiehezaiyiqide。haiyou,qianchedaogongpingchuxing,suizhelaolinghuashehuidejinru,zenmeyangshinianchangzhehecanjirendounenggougongpingdexiangshouqichedefazhan。

傳感器用到汽車上就有了測距的警示,有了它以後,在90年(nian)代(dai)的(de)時(shi)候(hou),我(wo)在(zai)德(de)國(guo)工(gong)作(zuo)的(de)時(shi)候(hou),車(che)裏(li)邊(bian)就(jiu)已(yi)經(jing)有(you)了(le)尾(wei)隨(sui)自(zi)駕(jia),就(jiu)是(shi)在(zai)這(zhe)樣(yang)的(de)情(qing)況(kuang)下(xia)你(ni)就(jiu)可(ke)以(yi)放(fang)心(xin)跟(gen)著(zhe)它(ta)走(zou),不(bu)用(yong)擔(dan)心(xin)。最(zui)近(jin)我(wo)看(kan)到(dao)了(le)我(wo)們(men)國(guo)家(jia)的(de)好(hao)多(duo)汽(qi)車(che),包(bao)括(kuo)我(wo)們(men)和(he)苗(miao)部(bu)長(chang)坐(zuo)的(de)車(che)都(dou)有(you)了(le)避(bi)撞(zhuang)的(de)反(fan)應(ying),一(yi)旦(dan)接(jie)觸(chu)太(tai)近(jin)都(dou)會(hui)自(zi)動(dong)加(jia)一(yi)下(xia)速(su)。包(bao)括(kuo)我(wo)去(qu)年(nian)去(qu)參(can)觀(guan)長(chang)安(an),他(ta)們(men)也(ye)給(gei)我(wo)展(zhan)示(shi)了(le)自(zi)動(dong)泊(bo)車(che)係(xi)統(tong),實(shi)際(ji)自(zi)動(dong)泊(bo)車(che)係(xi)統(tong)我(wo)們(men)在(zai)德(de)國(guo)工(gong)作(zuo),90年代後期時候就有這樣的設想,2010年nian我wo到dao德de國guo去qu訪fang問wen的de時shi候hou,海hai茲zi曼man教jiao授shou還hai給gei我wo展zhan示shi了le自zi動dong泊bo車che的de模mo型xing。實shi際ji很hen重zhong要yao的de意yi義yi,就jiu是shi把ba傳chuan感gan器qi和he攝she像xiang頭tou以yi及ji整zheng個ge汽qi車che行xing程cheng的de規gui劃hua和he決jue策ce係xi統tong都dou聯lian合he在zai一yi起qi,也ye得de到dao了le發fa展zhan。實shi際ji汽qi車che的de進jin步bu都dou是shi隨sui著zhe這zhe些xie的de堆dui積ji最zui後hou就jiu可ke以yi完wan成cheng輔fu助zhu駕jia駛shi的de性xing能neng。
下一步就是智能網聯。汽車發展過程當中一直在爭取坐在車裏能夠聽到自己聽不到的東西、看到自己看不到的東西,90年nian代dai初chu期qi的de時shi候hou,堵du車che情qing況kuang有you數shu字zi廣guang播bo,數shu字zi廣guang播bo就jiu和he我wo們men一yi般ban的de廣guang播bo不bu一yi樣yang,隨sui時shi可ke以yi呼hu叫jiao堵du車che的de情qing況kuang。後hou來lai有you了le數shu字zi地di圖tu和he衛wei星xing導dao航hang,就jiu形xing成cheng了le第di一yi代dai導dao航hang係xi統tong,第di一yi代dai導dao航hang係xi統tong並bing不bu知zhi道dao路lu況kuang的de變bian化hua,隻zhi知zhi道dao路lu徑jing的de設she計ji。然ran後hou就jiu出chu來lai了le聯lian網wang的de導dao航hang,這zhe也ye是shi這zhe幾ji年nian我wo們men都dou經jing曆li過guo的de事shi。上shang汽qi這zhe次ci和he阿e裏li巴ba巴ba共gong同tong合he作zuo,把ba現xian有you的de車che載zai信xin息xi係xi統tong進jin行xing了le進jin一yi步bu擴kuo張zhang,用yong一yi個ge統tong一yi的de操cao作zuo係xi統tong把ba它ta緊jin密mi的de聯lian係xi在zai一yi起qi,這zhe樣yang坐zuo在zai車che裏li的de人ren,通tong過guo導dao航hang、通過雲平台就可以獲得各種各樣的信息,比如說動態的導航、比如說加油充電站、weixiuyijigezhongxinxidejinru,shiqichedeshiyededaogengdadekuozhan。danshizhenzhengyaozuodaozhinengdewanglianqiche,shijihaimianlinzhedierjieduanfazhandeyigezhongyaodeguanjian,jiushizenmenengbanizizhuxingshiqichelibiandezhetaoguanyuqichecaozuodezhetaoxitonghewaijiedexinxijinmilianxiqilai,zhejiuxuyaowomenbagezhongxinxijiaohuizaiyiqi,laishixianzhinengdejuecekongzhi。zhejianshiqingshuoqilaihaoxianghenrongyi,shijiyeyouhendatiaozhan。xianzaiwomenyigeqichelibianyouliang、三(san)套(tao)信(xin)息(xi)係(xi)統(tong),有(you)車(che)載(zai)的(de)信(xin)息(xi)係(xi)統(tong),還(hai)有(you)驅(qu)動(dong)係(xi)統(tong)的(de)信(xin)息(xi)係(xi)統(tong),驅(qu)動(dong)係(xi)統(tong)的(de)信(xin)息(xi)係(xi)統(tong)和(he)車(che)載(zai)的(de)外(wai)來(lai)係(xi)統(tong)兩(liang)者(zhe)用(yong)網(wang)關(guan)連(lian)接(jie)並(bing)不(bu)聯(lian)通(tong),這(zhe)樣(yang)外(wai)界(jie)的(de)信(xin)息(xi)並(bing)不(bu)能(neng)形(xing)成(cheng)決(jue)策(ce)來(lai)進(jin)入(ru)到(dao)汽(qi)車(che)的(de)操(cao)作(zuo)過(guo)程(cheng),比(bi)如(ru)我(wo)們(men)從(cong)數(shu)字(zi)地(di)圖(tu)上(shang)可(ke)以(yi)知(zhi)道(dao)前(qian)麵(mian)有(you)一(yi)個(ge)急(ji)轉(zhuan)彎(wan),人(ren)得(de)到(dao)這(zhe)個(ge)信(xin)息(xi)以(yi)後(hou)會(hui)做(zuo)好(hao)這(zhe)方(fang)麵(mian)的(de)準(zhun)備(bei),就(jiu)是(shi)快(kuai)到(dao)地(di)方(fang)要(yao)進(jin)行(xing)減(jian)速(su),但(dan)是(shi)如(ru)果(guo)你(ni)讓(rang)它(ta)自(zi)動(dong)駕(jia)駛(shi)的(de)時(shi)候(hou),可(ke)能(neng)它(ta)就(jiu)很(hen)早(zao)的(de)根(gen)據(ju)外(wai)界(jie)的(de)信(xin)息(xi)來(lai)判(pan)斷(duan),讓(rang)它(ta)調(tiao)整(zheng)好(hao)姿(zi)態(tai)、減低速度,進入轉彎以後在彎道裏邊再加速。這就是一個外部信息和內部信息融合的階段,這種例子比比皆是。
形成一個聯通的管理係統我認為電動汽車還是自動駕駛的最佳載體。因為我們電動汽車從電機、電池、電控開始,電控第一代做的第一件事,就是通透的動力驅動係統的網絡,就是第一代的CANBUS係統,這個係統用上以後保證我們在2007年奧運會第一次走上市場的時候對所有的電動汽車都可以實現控製,從這個角度上說起來,電動汽車是自動駕駛的最佳載體。

因此,我和電動汽車總體專家組我們也進行了三、四次交流,和歐陽明高昨天還坐在一起共同商議,實際我們對自動駕駛汽車的技術要有一個架構,這個架構的著力點應該在車載的平台、在網聯信息、在智慧交通的發展,我們要重點發展的是車輛的關鍵技術、環境感知、智能決策、執行控製,我們要對信息的關鍵技術,V2X通信,甚至於將來車對車的通信係統、雲平台、大數據、信息的交互和外界對於內界影響的安全控製,這裏也有很多不同的東西。我們還要對基礎的關鍵技術,高精度的地圖、動態路況信息、綜合決策和操作係統。隻有這樣,把人、車、網、路同步的推進,才能夠迅速的發展,否則又會碰到先有車、quechongdianzhuangdeqingkuang,suoyixuyaowomenjinhoudefazhandangzhonggengduo。yucixiangguandejishu,jiancexitong,haiyouyixiefalvfaguitixi,yixiejichusheshidejianshe,kenenghaixuyaogengduodefazhan。
我們必須要精心規劃、協同創新,來研發自動駕駛的新技術。
一,安全、綠色、便捷、共享是發展自動駕駛汽車的核心要素和最終目標。
二(er),實(shi)現(xian)自(zi)動(dong)駕(jia)駛(shi)的(de)目(mu)標(biao)需(xu)要(yao)多(duo)學(xue)科(ke)知(zhi)識(shi)的(de)交(jiao)叉(cha),多(duo)領(ling)域(yu)技(ji)術(shu)的(de)融(rong)合(he),產(chan)學(xue)研(yan)各(ge)方(fang)麵(mian)的(de)合(he)作(zuo),要(yao)著(zhe)力(li)推(tui)進(jin)協(xie)同(tong)創(chuang)新(xin),這(zhe)裏(li)邊(bian)由(you)於(yu)它(ta)是(shi)一(yi)個(ge)企(qi)業(ye)的(de)熱(re)點(dian),所(suo)以(yi)企(qi)業(ye)要(yao)成(cheng)為(wei)技(ji)術(shu)創(chuang)新(xin)的(de)主(zhu)體(ti)。
三,企業為什麼要成為創新的主體?我看了很多規劃,從現在一直到2025年、2030年。我以為實現自動駕駛的商業化目標雖然不可能一蹴而就,但是可以實現沿途下蛋,從過去當中,無論是防抱死係統、電子穩定、測距警示、避障反應、自zi動dong泊bo車che都dou是shi發fa展zhan的de熱re點dian,每mei個ge技ji術shu都dou帶dai來lai了le商shang業ye回hui報bao,包bao括kuo我wo們men在zai信xin息xi係xi統tong,包bao括kuo這zhe次ci互hu聯lian網wang的de技ji術shu,上shang汽qi互hu聯lian網wang的de實shi踐jian,也ye看kan到dao了le我wo們men,盡jin管guan我wo們men還hai走zou在zai路lu上shang質zhi量liang和he性xing能neng都dou在zai提ti高gao,隻zhi有you以yi企qi業ye為wei主zhu體ti,不bu斷duan有you新xin技ji術shu發fa展zhan,使shi它ta在zai使shi用yong當dang中zhong獲huo得de使shi用yong,就jiu能neng夠gou推tui動dong它ta的de可ke持chi續xu發fa展zhan,所suo以yi它ta不bu是shi一yi蹴cu而er就jiu的de事shi,是shi我wo們men長chang期qi堅jian持chi的de一yi個ge任ren務wu。
四,我們以為電動汽車是實現自動駕駛的最佳載體,新能源汽車重點研發專項要廣聚眾智、jingxinguihua,weiqichechanyedezhinenghuafazhandahaojianshidejichu。muqianyouhenduodiqudouzaijianduogezhinengwangliandeshifanceshiqu,woyeshijiaodeyouyixiedongxibaokuojichujianshe,yeyinggaifangduozhegeceshiqulimianqu,shitazaizhenshiqingkuangxiayunxing,cainengdedaoyigejiankanghequanmiandefazhan。
zuihouwoxiangshuo,zuijinwomenyizhizaiyanjiukejichuangxinzenmelaidaidongchanyedefazhan。qishiwomenyongleshijiniandeshijianshixiandiandonghua,tuidonglechanyedezhuanxing,suizhexinxichanyedefazhan,wangliancuishenglexindeyetai,chanshenglexindefuwuye。qinglianghuadaidongdebushijiandancailiaodetihuan,shijishiduiqichechanyedeyizhongshengji、一(yi)種(zhong)轉(zhuan)型(xing),同(tong)時(shi),將(jiang)來(lai)我(wo)們(men)融(rong)合(he)一(yi)切(qie)的(de)智(zhi)能(neng)交(jiao)通(tong)綜(zong)合(he)係(xi)統(tong)的(de)建(jian)設(she),充(chong)電(dian)網(wang)服(fu)務(wu)體(ti)係(xi)的(de)建(jian)設(she),可(ke)能(neng)帶(dai)來(lai)何(he)止(zhi)幾(ji)萬(wan)億(yi)的(de)新(xin)的(de)增(zeng)長(chang)點(dian)。我(wo)回(hui)憶(yi),在(zai)經(jing)濟(ji)工(gong)作(zuo)會(hui)議(yi)上(shang)總(zong)理(li)說(shuo)過(guo)一(yi)段(duan)話(hua),“實施創新驅動戰略的發展,既要推動戰略新興產業蓬勃發展,也要注重用新技術、新業態來全麵提升和改造傳統產業,帶動產業的轉型升級。”
作為結束語我想說,回歸一下新能源汽車取得的新進展,下一步還是要全麵落實政策、著力開拓市場、建設基礎設施、chuangxinshangyemoshi,bawohaofazhandexianji。womenyaozhenduishichangdexinxuqiu,shenrujichuyanjiu,gongkeguanjianjishu,wanshanxitongnengli,zhelitigaochanpindezhilianghexiaoyi。yaobawohaoqichezhinenghuafazhandexinjiyu,yaoxitongdeyanjiu,jingxindeguihua,yaogulixietongchuangxinqiyezhuti,dadandechangshi,laipandengzidongjiashijishudexingaofeng,yaoningxinjuli,fadongyoushi,dongyuangefangliliang,wanshanzhengcecuoshi,yingzaogenghaodefazhanhuanjing。
